Steve is a Business Advisor in SBDC’s Next Level Program (NLP). His efforts are directed at working with traded-sector businesses in the areas of leadership, business development, sales & marketing management, as well as overall business operational efficiencies. In addition to the above, Mr. Spilker works as a Procurement Counselor with the State of Oregon’s Government Contract Assistance Program (GCAP). His main focus at this organization is to educate and train Oregon firms in successfully proposing, negotiating and eventually marketing, a General Service Administration’s (GSA) Federal Supply Schedule (FSS) Program contract. At present, he counsels over 100 local firms with GSA contracts supplying products and services to Federal Agencies around the country including developing their post-contract compliance processes and sales & marketing plans.

As a successful business executive and business owner working in startups, mid-cap, and large multi-national firms, Steve applies his 30+ years of skills, experience, and knowledge to all aspects of his client’s business growth and development needs. He has held various management and ownership positions in the Aerospace, Aircraft Ground Support, Business Consulting, and Consumer Electronics fields over the course of his career.
